Yes there has been many rumors about that, however it isn't true. These people are talking about ';Hacking paypal'; and then using the money they get on that for the rs membs. They tell you to send them $10 on paypal, and they will send double back. It is pretty much like runescape's old ';trust game';. They are just scamming hundreds and thousands. Don't do it.
